About the Program

We are excited to be the sponsoring agency for the JCSO Blue Envelope Program, which promotes safe and effective interactions between first responders and individuals with conditions or disabilities that may impact communication.

Originally designed for individuals with autism spectrum disorder (ASD), the program now serves anyone with conditions that may affect communication during interactions with law enforcement — including PTSD, anxiety disorders, hearing impairments, and intellectual disabilities.

This initiative helps our deputies and first responders quickly recognize when they are interacting with someone who might need extra time, patience, or accommodations.

By providing an easy-to-spot symbol, the Blue Envelope fosters trust, ensuring that every interaction is handled with greater awareness and sensitivity.

About the Blue Envelope Program

Launched in Connecticut in 2020, the Blue Envelope Program was originally designed to provide a simple solution to help drivers with communication challenges during traffic stops. It uses a bright blue envelope to hold essential documents along with clear instructions for both the driver and the officer. It has since expanded to include materials people can have with them even when not driving, such as bracelets, lanyards, and buttons. This allows for a better understanding among all first responders in any type of interaction with members of the public.

The program's success quickly led to its adoption across the nation, with law enforcement agencies in parts of New Jersey, Maine, Massachusetts, Arizona, San Diego, and Colorado implementing similar initiatives. These programs encourage first responders to approach identified citizens with empathy and clear communication, reducing misunderstandings and anxiety.

How to Use Your Blue Envelope

Pick Up Your Materials

Visit any distribution location listed below. Materials are free — no signup or personal information required.

Keep Items With You

Store the envelope with your vehicle documents, wear the lanyard or bracelet, attach the seatbelt cover, or display the bumper sticker.

Present During Interactions

When interacting with first responders, your Blue Envelope items alert them that you may need extra time, patience, or accommodations.

Where to Get Your Materials

The Jefferson County Sheriff's Office is offering the Blue Envelope items and materials at all three of our precincts, and we are proud to say that we have a multitude of partners in Jefferson County who are also distributing these items! Please see the list and map below of those agencies standing shoulder to shoulder with us in this important initiative.

Frequently Asked Questions

There is no registration process to participate in the Blue Envelope Program. The program is intended for those who choose to identify themselves as having a condition or disability which may impact communication or require additional accommodations or awareness during an interaction.


The program is voluntary, free, and no registration is required to participate.
