How to send mail, make phone calls, and use electronic messaging to stay in contact with inmates at the Jefferson County Detention Facility.

General Mail
Securus Digital Mail Center
All general mail is processed through the Securus Digital Mail Center. Mail is digitally scanned and delivered to inmates electronically. Original mail is not given to inmates.

Include the inmate's full legal name and ID number on all correspondence. Mail without proper identification may be returned or delayed.
Mail Restrictions
The following items are prohibited:
- • Polaroid or Instax photographs
- • Stickers, labels, or adhesives
- • Glitter, confetti, or glued items
- • Crayon, marker, or paint
- • Perfume, cologne, or scented items
- • Lipstick marks or cosmetic residue
- • Laminated or coated paper
- • Construction paper or cardboard
- • Cash, coins, or gift cards
- • Any items that cannot be scanned
Mail containing prohibited items will be returned to sender. Standard white paper with pen or pencil is recommended.
Legal Mail
Attorney & Court Correspondence
Legal mail is handled separately from general mail and is delivered directly to the inmate. It is not processed through the digital mail system.

Legal mail must be clearly marked "Legal Mail" or "Attorney-Client Privileged" on the envelope. It must include the attorney's name, bar number, and firm address in the return address. Mail not properly identified may be processed as general mail.
Books & Publications
Sending Books to Inmates
Books and publications must be sent directly from a publisher, bookstore, or approved retailer (such as Amazon). Books sent from individuals will not be accepted.

Inmates may receive pre-approved legal, educational, or religious publications such as paper or paperback printed materials by not-for-profit charitable organizations sent directly from the organization and new, and unused non-fiction paperback books mailed directly from a seller or distributor of such books.
- • Softcover books only (no hardcover)
- • No sexually explicit or violent content
- • Must be new (no used books)
Rejection of Books and Publications
The jail will notify both the inmate and the sender of any mail the jail rejects. The sender of any rejected publication may appeal the jail's decision by sending written notice to the jail stating the grounds for the appeal. Such appeals must be received within fifteen (15) days after the jail mailing of a rejection notice. Within twenty-one (21) days of receiving the appeal, the Sheriff or their designee will provide the sender a written determination, including the basis for the Sheriff's determination and identifying the appeal's decision maker, who must be someone other than the person who originally refused to deliver the publication at issue.

Sending Money by Mail
You can mail funds to an inmate's commissary account using a money order or certified check. Accepted money orders include U.S. Postal, Safeway, King Soopers, and International Postal. Personal checks and cash are not accepted.

Phone Calls
Securus Collect Calls
Inmates can make collect calls through Securus Technologies. All calls are collect — inmates cannot receive incoming calls.
- • Calls are limited to 15 minutes
- • All calls are monitored and recorded
- • Calls to attorneys are subject to monitoring unless an exemption is filed
- • You can block calls from the facility by contacting Securus
- • Prepaid calling accounts available through Securus
- • Calls to public defenders and inmate assistance programs typically incur no charges
eMessaging
Securus eMessaging
Send electronic messages to inmates through the Securus app or website. eMessages are typically delivered within 24 hours. You can also attach photos.
How to Get Started:
- Visit securustechnologies.com or download the Securus app
- Create an account and add the inmate
- Purchase eMessaging stamps
- Compose and send your message
- • Each message requires a stamp (purchased through Securus)
- • Photos can be attached for an additional stamp
- • Messages are reviewed before delivery — rejected messages will be returned with an explanation
- • Inappropriate content will result in message rejection
- • Stamps are non-refundable, including if content is rejected
Communication Monitoring
All inmate communications — including mail, phone calls, and electronic messages — are subject to monitoring and recording by facility staff. Attempts to discuss criminal activity, threaten individuals, or circumvent facility rules may result in loss of communication privileges and potential criminal charges.
