Program Overview

The Jefferson County Sheriff's Office provides an Alternative Sentencing Program allowing inmates temporary community release without escort for work and educational purposes under Colorado Revised Statute CRS 18-1.3-106. The Jefferson County Detention Facility partners with Intervention Community Corrections Services (ICCS) for program administration.

Participants maintain employment or attend school while serving their sentence under structured supervision. This program allows individuals to fulfill their obligations to the court while continuing to support themselves and their families.

Transfer Process

Inmates sentenced to work release will be transferred from the Jefferson County Detention Facility to an ICCS facility. Transfer details:

  • Sentenced individuals either enter immediate JCSO custody or report to the detention facility on a date set by the court
  • Any mandatory jail time must be served at the detention facility before transfer to work release
  • Transfers occur Monday through Friday (excluding holidays), typically the day after sentencing
  • Transfers occur within 3-5 days based on bed availability; the ASP Sergeant schedules the transfer date
  • Expect up to a 48-hour intake and orientation period upon arrival at ICCS before work/education release begins

Eligibility

Not all inmates are eligible for transfer to work release. The following conditions apply:

  • Sentences of 10 days or fewer require sufficient inmate account funds for approximately $30/day ICCS rent fees
  • No active criminal holds allowed
  • Active warrants result in detention holds
  • Special Management status holders (Administrative, Disciplinary, Protective Custody) must be cleared first
  • Behavioral review by JCSO required

Fees

  • Daily rent equals twice the hourly wage (example: $20/hour wage = $40/day fee)
  • Rent is paid directly to ICCS, not to the detention facility
  • Full payment required at least 10 days before sentence completion
  • Non-payment results in program removal and a required 30-day regression period in county jail, back rent payment, plus a $150 positive balance before reinstatement

Employment & Education Requirements

  • Participants must maintain employment or active school enrollment throughout their sentence
  • ICCS conducts daily location verification to confirm participants are at their approved destinations
  • Unemployed individuals receive reasonable job search time; failure to secure employment may result in return to jail
  • Daily rent continues regardless of employment status

Zero-Tolerance Substance Policy

Zero-tolerance policy prohibits all substance use and possession, including alcohol and marijuana. Violation results in immediate program termination and return to the detention facility.
